"Roads, Loans, and Huawei Phones: China-Latin America Relations Today, " presented by Ricardo Barrios '12. Join us for a lecture on the who, what, where, and why of China’s growing presence in Latin America and the Caribbean. The session will discuss: What does China’s presence in LAC look like today? What are China’s areas of focus in the region? What are the strategic goals behind China’s activities in the Western Hemisphere?

China’s growing presence in Latin America and the Caribbean (LAC) has caught many by surprise—and not without cause. Nearly two decades after its initial push into the region, the Asian country has positioned itself as a major partner to Latin American countries in areas ranging from mining to telecommunications. With deep pockets, Beijing has won over leaders from Buenos Aires to Santo Domingo, each of which has successively joined the chorus singing praises of China’s generosity. Perhaps the only thing that is more unclear than the full scale of China’s presence in LAC today is the ever-important “Why?”

Ricardo Barrios is a China-focused researcher and writer based in Washington, DC. He is currently a senior analyst at RWR Advisory where he conducts risk analysis on Chinese entities. Prior to that, he investigated China’s growing ties with the countries of Latin America as part of the Inter-American Dialogue’s Asia & Latin America program.

He is a fellow at the Center for Advanced China Research and one of the American Mandarin Society’s 2019 Next Generation Scholars. His work has appeared in publications including World Politics Review, the Diplomat, and Diálogo Chino. He holds a master’s in international politics at Peking University and a BA in politics and East Asian studies at Oberlin College.
