Richard Haass is vice president and director of foreign policy studies at the Brookings Institution, where he holds the Sydney Stein, Jr., Chair in International Security. A consultant for NBC News and a frequent contributor to foreign-affairs journals and the op-ed pages of major newspapers, he is the author or editor of eight books on American foreign policy. From 1989 to 1993 he was special assistant to President George Bush and senior director for Near East and South Asian affairs on the staff of the National Security Council. He was awarded the Presidential Citizens Medal for his contributions to the development and articulation of U.S. policy during operations Desert Shield and Desert Storm.
